Twenty-one House seats have been shifted toward the Republican Party in the Rothenberg Political Report's quarterly overview, while only one has shifted toward Democrats, making "substantial Republican gains... look almost inevitable." Though several races across the country are now listed as more vulnerable to Republican wins than before, the report writes that, "Democratic control of the House is not yet at risk," a statement that RNC Chairman Michael Steele got behind in a Monday night interview. "Not this year,” he said when asked if the GOP would win back the house. Recent retirements by Republican congressmen in California and South Carolina aren't yet on the list.
