The report, submitted to the Texas Commission on Environmental Quality, specifically cites potentially hazardous airborne pollutants exceeding legal limits. It’s still unclear how many contaminants were released because monitoring stations for air quality were shut down before Harvey made landfall. Still, the facilities and oil refineries will be required to file emissions reports that estimate the amount of contaminants released. Those reports are due within two weeks.
