One month after the United States accused Pakistan’s Inter-Services Intelligence agency of supporting terrorism, Secretary of State Hillary Clinton is urging the shady organization to take a lead role in Afghanistan peace talks. Her strategy, which she is calling “Fight, Talk, Build,” will continue strikes against the Taliban and Haqqani network while at the same time pushing the ISI to get both groups to the negotiating table. The New York Times says, however, that the plan is being met with skepticism—not just within the ISI, but also within the Obama administration.
