House Speaker Nancy Pelosi had to first quell revolts on both wings of her party—the left wing thought the bill was too small, while the Blue Dogs demanded pay-as-you-go rules, which Pelosi gave them. Because of that small change, the bill will have to go back to the Senate before it lands on President Obama’s desk.
