After receiving 150,000 comments, the IRS announced Thursday that it is delaying new rules created to cut down on the political activity of tax-exempt groups. The new rules, proposed after conservative outrage over accusations the IRS was targeting Tea Party groups, were intended to clarify the definition of political activity and how much the groups were allowed to spend on it. The 150,000 comments were the most on any proposed rule in the history of the IRS. Nonprofit groups that engage in political activity include Americans for Prosperity, which is funded by the billionaire Koch brothers, and the environmental organization the League of Conservation Voters. The delay means the new rules will not affect the 2014 midterm elections.
