No longer sugar-coating it, Secretary of State John Kerry told the Senate on Tuesday that "what we see from Russia is an illegal and illegitimate effort to destabilize a sovereign state and create a contrived crisis with paid operatives across an international boundary." Kerry was speaking about pro-Russian protesters seizing government buildings in three major eastern Ukraine cities. Kerry called the actions a "contrived pretext for military intervention, just as we saw in Crimea." Kerry also threatened that the U.S. and European allies will impose new tough sanctions if Moscow fails to stop these tactics.
