A police commission has ruled that the Los Angeles police shooting of an unarmed homeless man was unjustified, citing video evidence that contradicts cops’ reports. The civilian oversight board concluded that Officer Clifford Proctor violated department policy when he fatally shot 29-year-old Brendon Glenn in May 2015. Despite Proctor’s claim that Glenn grabbed another officer’s holster, security footage reportedly provided the commission with evidence that Proctor’s account was inaccurate. Los Angeles County District Attorney Jackie Lacey has not yet charged Proctor and has said she is still reviewing the case.
