Police in the Philippines’ Ormoc City have filed murder complaints against the owner and the crew of a ferry that capsized Friday, leaving 59 people dead. The ferry capsized shortly after leaving port on its way to one of the Camotes Islands. 145 people survived, including all 18 crew members. Some passengers say the ferry capsized after suddenly swerving right, possibly causing cargo to shift to one side of the ferry. Boat captain Warren Oliveiro denies making the sudden turn and blames the water’s strong waves instead.
