New York state legislators had yet to reach a deal on same-sex marriage Tuesday, despite having reached a “framework” on the other major issues facing them at the end of the legislative session. Gov. Andrew Cuomo, Senate Majority Leader Dean Skelos, and Assembly Speaker Sheldon Silver had a two-hour, closed-door meeting to discuss the key issues they had been disagreeing about—a rise in state university tuition, tax cap and rent control—but there was no mention of same-sex marriage. The legislative session had been scheduled to end Monday, but lawmakers have extended it to deal with the major—and contentious—issues facing them.
