Five people were charged in Gwinnett, Georgia, after police checked their vehicle at a traffic stop and found two explosive devices, which were filled with shrapnel. Though Gwinnett County Police spokesman Officer Brian Kelly stated that there was "nothing to indicate there was any terroristic intent," he said that "fire investigators concluded that the two devices were manufactured with the intent to cause great bodily harm or even death." Police obtained a search warrant for a private residence, where they discovered materials to make two more explosive devices. The charged, who are being held without bond, are William Dale Parten, 41; Phillip Ray Duncan, 54; Shirley Maddox, 62; Michael Brewer, 42; and Matthew Henry Rothove, 44.
