A judge ordered the Chicago Police Department on Thursday to release dashboard-camera footage that reportedly shows an officer shooting a teen 16 times. Cook County Judge Franklin Valderrama directed the department to release the video by Wednesday. The footage shows the shooting of Laquan McDonald, 17, who police said was holding a small knife when he was fatally shot by an officer on Oct. 20, 2014. Police said McDonald had PCP in his system at the time of his death and refused to drop the knife. City officials had refused to release the video, citing a federal grand jury probe into the incident. Mayor Rahm Emanuel said the city would not challenge the ruling and would release the video by Wednesday.
