The latest victim of the budget battle in Congress: preschoolers. Thousands of poor children have been cut from the federal Head Start program in ten states that lost funding on October 1. One of the states, Massachusetts, has provided a stopgap measure, and other states are trying to do the same to keep the pre-K programs open. “I cannot afford to pay child care. I am a single mother with low income and no help from my child’s father,” one Florida mother wrote in a letter to her senators.
