Chicago Police Department officials created plans to have undercover cops spy on protest groups in the city after Mayor Rahm Emanuel faced criticism over his handling of the police killing of Laquan McDonald. The police department's top lawyer, Ralph Price, signed off on a plan to have cops monitor four additional groups in October, including Black Lives Matter, various churches and some philanthropic organizations. A top Emanuel aide went to Office of Emergency Management and Communications a month later in order to keep tabs on protests that were organized by the Black Youth Project 100.
