At least five people were wounded by a man armed with a chainsaw in Schaffhausen, Switzerland, on Monday, police said. Authorities sealed off the center of the town—located on the German border—to conduct a manhunt for 51-year-old Franz Wrousis. Police said the attack was “not an act of terror” but also “not random.” He reportedly struck victims inside an insurance office building. Police Major Ravi Landolt told a news conference: “This is not an attack against a hypothetical person. This is clearly against people from the insurer.” Wrousis was described as bald, about 6-foot-3, and unkempt. The exact motive was still under investigation, said Landolt. Chief Prosecutor Peter Sticher said Wrousis is “aggressive, dangerous and mentally conspicuous,” noting that he had been lived in the wild.
