Republican presidential contenders have allowed Congress to take the lead in defining the GOP’s image, a development that has many wondering what's keeping the White House wannabes so silent. "The overarching, defining contours of the 2012 campaign are going to be the economy, spending and healthcare, and what happens in this session of Congress," Republican adviser Ralph Reed told the Los Angeles Times. This means that it will be John Boehner as much as Sarah Palin or Mitt Romney who establishes the terms of debate for Republican candidates in 2012. For now, none of the leading presidential contenders is a member of Congress. Yet, that’s where all the attention is. "The real action is in the House right now," said one veteran Republican campaign manager.
