About one in four former Guantanamo Bay detainees are confirmed or suspected by U.S. intelligence agencies of having engaged in terrorism since their release. That’s troubling, although, for what it’s worth, it’s a good deal lower than the recidivism rate for American prisons, which, in some estimates, is as high as 60 percent. Eighty-one of the 598 former Gitmo prisoners are confirmed to have engaged in terrorism, while 69 more are suspected. Of these 150 ex-detainees, 67 have been killed or recaptured. Most of the problematic ex-detainees were released by President Bush; of the 66 detainees released by President Obama, five are confirmed or suspected of terrorism.
