Jamal Rutledge, 17, had just been handcuffed and placed in the Fort Lauderdale police booking facility when the officer who arrested him, Franklin Foulks, 49, fell off his chair, clutched his chest, and went unconscious. Rutledge began to yell and kick the security fence to try to get the attention of other officers, who then used a defibrillator to stimulate Foulks’s heart. Rutledge had been arrested for violating probation on charges including burglary, multiple times since his first arrest. Hospital staff said Rutledge’s actions were critical to saving Foulks.
