United Nations investigators have found that both the Syrian regime and ISIS are committing war crimes and crimes against humanity, concluding that both should be brought before the International Criminal Court. According to the UN, the Syrian government has dropped barrel bombs containing chlorine at least eight times since April and engaged in “systematic torture and deaths of detainees.” The UN also said that ISIS regularly uses executions, amputations, and lashings in public squares as part of a terror campaign. According to the UN, the bodies are then left in a public place, often on crucifixes, to strike fear in the public.
