On Tuesday, Uruguay President Joje Mujica signed rules creating the world's first legal pot market. The country's citizens will be able to obtain licenses for the right to cultivate six marijuana plants or join a growing club to purchase the drug. Licensed buyers can purchase up to 10 grams a week or 40 grams a month in pharmacies. "I want to rescue society's right to experiment. If it didn't exist, we would be condemned to paralysis, stuck in a photo that never changes a bit," Mujica said. Polls show most Uruguayans are against the pot plan though.
