Defense Secretary Ash Carter arrived in Baghdad on Wednesday in an unannounced visit to meet with Iraq’s top officials about stepping up the battle against ISIS. Carter was expected to meet with Prime Minister Haider al-Abadi and his counterpart, Khaled al-Obedi, but due to a sandstorm, it was unclear with whom he would meet. The visit comes after Washington announced plans to send special-operations forces to Iraq to carry out raids against ISIS both there and in neighboring Syria.
