As thousands in Vermont struggle without power or water since Hurricane Irene hit on Sunday, environmental teams have been investigating health concerns at water treatment plants and sewage lines. The 13 towns that were cut off because of damage to roads and bridges were visited by engineers from the federal Environmental Protection Agency and Vermont's Department of Environmental Conservation. Among chief concerns are chemical spills and leaks. Right now, the towns that are inaccessible are on “boil water” notice.
