Executives in Germany managed key parts of Volkswagen’s deceptive emissions-test scheme, three sources told Bloomberg News. The engineering and testing of cars was managed out of the brand’s Wolfsburg base, the sources said, and cast doubt on the board’s claim that executives didn’t know about the cheating. The sources added that test results first passed through the Volkswagen headquarters, which would dispatch a team to tinker with any car that failed testing. The car would later pass testing.
