The White House on Friday announced the details of a program announced weeks ago that will give young undocumented immigrants a chance to work legally and avoid deportation. Those applying for the program will pay a fee, be fingerprinted, and have a background check run. The applicants must have arrived in the U.S. before the age of 16, resided continuously in the country and not have serious criminal charges. Obama describes this portion of the population, which could be up to 1.4 million, as “Americans … in every single way but one: on paper.”
