A yearlong investigation into Atlanta standardized test scores concluded Tuesday that nearly four dozen elementary and middle schools educators cheated on those tests. The report said 178 teachers and principals either helped students or changed the answer once the test was handed in. Eighty-two educators have confessed to misconduct dating back to 2001, affecting thousands of schoolchildren. The investigators also said there was a “culture of fear, intimidation and retaliation” in the school districts, which led educators to lie about the cheating, despite warnings going as far back as 2005.
